About Terry

Capital program leadership, built for complexity.

I am a program executive, construction operations leader, modernization advisor, and educator with more than two decades of experience helping people and organizations deliver complex work.

My story

From the flight line to the boardroom.

For more than two decades, I have led capital programs, construction operations, and multidisciplinary teams through high-stakes environments where risk, accountability, and execution matter. My experience spans regional private-sector portfolios and complex public bond programs, with leadership responsibility across strategy, governance, contracts, controls, operations, and project delivery.

My professional foundation began in the United States Air Force as a C-17 Crew Chief, where precision, accountability, safety, and disciplined documentation were essential. I carried those principles into the construction industry and advanced through project, operational, regional, and executive leadership roles, developing a comprehensive understanding of how successful programs are planned, governed, and delivered.

I later became Regional Vice President for the Mid-Atlantic region at a nationwide general contractor, with responsibility for regional operations, workforce leadership, client relationships, and project delivery across multiple states. I managed more than $200 million in construction work for nearly twenty developer and investment clients. This work encompassed thousands of apartment renovations, tenant improvements, capital projects, exterior renovations, lobby upgrades, and other portfolio-wide improvements.

My regional leadership responsibilities included estimating, procurement, operational audits, team development, project controls, portfolio reporting, and the development of document-control systems and processes that strengthened consistency, accountability, and record integrity. I also developed substantial practical legal and contractual acumen by reviewing contracts, evaluating contractual obligations and exposure, developing risk and mitigation strategies, and working closely with legal teams on potential disputes, claims, contract interpretation, documentation requirements, and associated project risk.

After moving to California in 2015, I joined the $364 million Beverly Hills Unified School District bond program, providing program and construction management across projects at all five schools. The program included new construction, modernization, seismic upgrades, and complex delivery within active campus environments. I worked with the program team to develop processes, procedures, documentation controls, risk strategies, and governance practices that supported contract administration, informed decision-making, accountability, and consistent construction delivery.

From 2018 through 2023, I worked on the Los Angeles Community College District’s $14.6 billion capital program. As a Regional Program Director, I led program delivery across three campuses and guided multidisciplinary teams through planning, design, procurement, construction, controls, and closeout. I coordinated extensively with campus presidents, facilities directors, professors, college council members, program stakeholders, oversight committee members, and board members, aligning institutional priorities, campus operations, governance requirements, and construction delivery.

At LACCD, I also collaborated with legal counsel on contracts, potential disputes, claims, documentation requirements, and risk mitigation. I reconstructed project timelines, strengthened project records, supported governance and bond accountability requirements, and helped teams identify and address issues before they escalated.

In my current Southern California operations leadership role, I oversee a broad portfolio of construction projects, programs, teams, and operational priorities. I translate organizational transformation priorities into practical regional initiatives, providing the leadership, communication, training, processes, and accountability needed to achieve adoption across teams. I lead training sessions and workshops, develop and implement operational procedures, conduct project audits, align resources, and strengthen project controls and documentation practices. My responsibilities also include contract review, risk identification and mitigation, performance reporting, dispute avoidance, and helping teams address potential claims and project issues before they escalate.

Today, my work brings these experiences together through capital program strategy, construction operations, governance, risk mitigation, contract clarity, project controls, operational modernization, transformational leadership, and team development. My focus is creating the systems, documentation, and leadership structures that help organizations make informed decisions and deliver complex work consistently.

Work of this scale is never accomplished by one person. Throughout my career, I have had the privilege of working alongside exceptional employees, consultants, subconsultants, contractors, subcontractors, vendors, clients, and industry partners. I am grateful to the people who trusted me, believed in my leadership, shared their knowledge, and supported my growth. Their contributions helped me learn, lead, and create opportunities for others to succeed.

I build the systems, documentation, and leadership structures that allow programs and people to succeed.
